State Reopening: Phase 2 of Reopening under Governor DeSantis's "Safe. Smart. Step-by-Step" began on June 5. Below are the highlights of what "Phase 2" means.
Bars and pubs can operate at up to 50% capacity inside and full capacity outside, as long as social distancing is maintained and service is offered only while patrons are seated. Rescinded June 26, see below.
Restaurants can seat customers at bars. Restaurants are still limited to 50% capacity.
Bowling alleys, movie theaters, concert auditoriums, and arcades can re-open at 50% capacity.
Personal services like tanning, massage, body piercing, acupuncture and tattoo shops can operate, following Dept. of Health guidelines.
Gyms can re-open at full capacity, as long as social distancing and proper sanitation is maintained.
Parimutuel facilities (dog tracks, horse racing, casinos) may submit a reopening plan to the state DBPR for approval.
Retail establishments can reopen at full capacity, as long as social distancing and proper sanitation is maintained.
Day cares, summer camps, and similar activities can reopen.
Leon County is up to 775 total confirmed COVID-19 cases. This includes 739 cases in residents, 36 cases in non-residents, and 1 case of a resident that is not in Florida. There have been 8 deaths and 46 total hospitalizations. There are confirmed deaths in Gadsden (7), Jefferson (4), Liberty (1), Madison (3), and Wakulla (1) Counties.
Patients First is offering drive-thru testing at their Mahan Center location, 1705 Mahan Dr, Tallahassee, FL 32308 for patients that have symptoms or believe they may have been exposed. No appointment or doctor's referral is required, but Patients First asks that everyone register online for an appointment.
Patients First is offering antibody testing at their Lake Ella, Appleyard, Raymond Diehl, and Tennessee Street locations for patients that do not currently have COVID-19 symptoms.
Restaurants are allowed to have 50% capacity with social distancing measures in place. Bars are not allowed to sell alcohol for on-premises consumption. Nightclubs are still ordered closed.
Hospitals, surgery centers, dentist offices, etc. are be allowed to perform non-lifesaving surgeries.
Gyms and fitness centers can operate at full capacity as long as social distancing is maintained and equipment is sanitized after each use.
Most State Parks have reopened for day use. Limited camping was reopened on May 21. Please check each Park's website for information before you visit to ensure that amenities are open.
Local Colleges and Universities Updates
All public universities and community/state colleges are moving to online/remote instruction through at least the end of the summer semester.
The Leon County Library system is offering curbside service. This service is available 9am-6pm Monday-Saturday and 1pm-6pm Sunday at the main library and 9am-6pm Monday-Friday at the branch libraries. Leon County libraries are open at 50% capacity for essential activities.
Effective June 5, the City has moved to reopen more amenities, including city-operated dog parks, the Mike Blankenship Skate Park, Tom Brown Park and Optimist Park sand volleyball courts, and the racquetball courts, pump track, and RC track at Tom Brown Park.
Trousdell Aquatics Center is open for lap swimming or water walking. Reservations are required in advance and must be made by calling (850) 891-4903.
Forestmeadows and Tom Brown have reopened Tennis Courts. Reservations are required and can be made by calling (850) 891-4940 between 8am-1pm Monday-Friday. Payments for Forestmeadows reservations must be made through the REC1 online system.
The outdoor basketball courts at the Jack McLean and LeVerne Payne community centers will be open from 2 - 8 p.m. daily. Courts are limited to 3 people at a time for practice: no pickup games.

Sam's Club: 8am-10am Sunday. No Sam's Club membership is required. Masks will be provided.
Whole Foods: 7am-8am.
Trader Joe's: Open 8am-9am daily for senior customers (60+) and those with disabilities.
Fresh Market: 8am-9am Monday-Friday.
Community Co-Op Market: 8am-9am.

Starting with the software lists, you’ll find hundreds more clean cracks for Apple II, the Rainbow on Disk collection for Tandy Color Computer, all the latest Game Boy Advance dumps, and thousands more ZX Spectrum cassette images. Chess computers now support chess piece simulation using the built-in artwork, support has been added for several more chess computers from Hegener & Glaser, Novag and Saitek, and the Tasc ChessSystem R30 is now working. Three Game & Watch titles, Bomb Sweeper, Gold Cliff and Safe Buster, have been added for this release. Protection microcontrollers continue to fall, with Rainbow Islands – Extra Version, Choplifter, Wyvern F-0, 1943: The Battle of Midway and Bionic Commando no longer needing simulation, hacks or patches. In some cases, the dumps have confirmed that the protection had been reverse-engineered correctly and the simulation was correct, but it's still important to preserve these programs. It’s also important for people repairing these systems if the original microcontrollers have failed. There are three important sound-related fixes in this release: FM Towns CD audio playback positions have been fixed, Konami System 573 digital audio synchronisation has been improved, and a special low latency mode has been added for the PortAudio sound module. For more advanced users and developers, more functionality has been exposed to Lua scripts and plugins. The layout file format has been overhauled to better support systems that make creative use of LEDs and LCDs. Disassembler support has been added for the Fujitsu F2MC-16 and National Semiconductor CompactRISC CR16B architectures. And if you've been following along, you might notice that we’ve waved goodbye to a little more of our C legacy with the removal of the MACHINE_CONFIG_START macro and its associated crud. We’ve cracked the encryption on the Fun World CPU blocks, making Fun World Quiz, Joker Card, Mega Card, Power Card, Multi Win, Saloon and Nevada playable. Regular contributor shattered has added Кузьмич-Егорыч (Kuzmich-Egorych), a Russian Mario Brothers bootleg running on heavily modified Apple II hardware. In other Apple II news, CD-ROM drives now work with the Apple II SCSI card, and another batch of cleanly cracked floppies has been added to the software list. The NES SimCity prototype has been added to the software list, along with MMC5 improvements to support it, and better emulation for Famicom cartridges with on-board sound chips. Henrik Algestam has continued his Game & Watch work, bringing Popeye (wide screen) and Zelda to MAME. Chess computer support has been expanded with Fidelity Chess Challenger 3, and additional versions of Applied Concepts Boris, and Novag Super Expert and Super Forte. Newly supported arcade games include Akka Arrh (an Atari title that failed location testing), Little Casino II, a French version of Empire City: 1931, and additional versions of Dock Man and Street Heat. A better LM3900 op-amp model means Money Money and Jack Rabbit are no longer missing the cassa (bass drum) channel, and mixing between music and speech is improved. It’s the moment you’ve surely been waiting for: the release of MAME 0.212! A huge amount of work has gone into this release in a number of different areas. Starting with the software lists, you’ll find hundreds more clean cracks for Apple II, the Rainbow on Disk collection for Tandy Color Computer, all the latest Game Boy Advance dumps, and thousands more ZX Spectrum cassette images. Chess computers now support chess piece simulation using the built-in artwork, support has been added for several more chess computers from Hegener & Glaser, Novag and Saitek, and the Tasc ChessSystem R30 is now working. Three Game & Watch titles, Bomb Sweeper, Gold Cliff and Safe Buster, have been added for this release. Protection microcontrollers continue to fall, with Rainbow Islands – Extra Version, Choplifter, Wyvern F-0, 1943: The Battle of Midway and Bionic Commando no longer needing simulation, hacks or patches. In some cases, the dumps have confirmed that the protection had been reverse-engineered correctly and the simulation was correct, but it's still important to preserve these programs. It’s also important for people repairing these systems if the original microcontrollers have failed. There are three important sound-related fixes in this release: FM Towns CD audio playback positions have been fixed, Konami System 573 digital audio synchronisation has been improved, and a special low latency mode has been added for the PortAudio sound module. For more advanced users and developers, more functionality has been exposed to Lua scripts and plugins. The layout file format has been overhauled to better support systems that make creative use of LEDs and LCDs. Disassembler support has been added for the Fujitsu F2MC-16 and National Semiconductor CompactRISC CR16B architectures. And if you've been following along, you might notice that we’ve waved goodbye to a little more of our C legacy with the removal of the MACHINE_CONFIG_START macro and its associated crud.
